Who we are

The people who built the vehicles the federal market runs on.

Richards Procurement Group LLC is led by three of the most consequential figures in modern federal acquisition. Between them, Todd Richards, Valerie Bindel and Clint McCoy spent more than ninety years in federal service, most of it at the General Services Administration, where they conceived, designed, competed and ran the programs that now define how the government buys professional services and platforms.

They created the Highest Technically Rated Offer (HTRO) Evaluation Methodology and the self-scoring IDIQ scorecard — an evaluation technique that has transformed the federal acquisition ecosystem and is now the model for OASIS+, ASTRO, Alliant and most large agency vehicles. They are the architects of OASIS and OASIS SB, the $167 billion professional-services family, and of ASTRO, the $500 billion vehicle for manned, unmanned and optionally manned platforms — the largest multiple-award IDIQs of the past 50 years.

Now on the industry side, RPG puts that knowledge to work for companies that need to get on those vehicles, win task orders once they are on, and make decisions the way a contracting officer would make them.

What we built

The Highest Technically Rated Offer (HTRO) Evaluation Methodology

Created by our CEO on OASIS, HTRO and the self-scoring scorecard replaced subjective narrative evaluations with objective, verifiable qualification points. The approach has since become the standard for large multiple-award vehicles across government — and it changed how industry competes for them.

OASIS and OASIS SB — $167 billion

Conceived, competed and administered by our team: Todd Richards as principal creator, Valerie Bindel as Senior Contracting Officer and Clint McCoy as Program Manager. OASIS became the government’s go-to vehicle for complex professional services and the template for OASIS+.

ASTRO — $500 billion

Founded by our CEO and COO and designed with our CSO, ASTRO extended the OASIS model to manned, unmanned and optionally manned platforms, robotics and related services for the Department of Defense and its partners.
