Clint McCoy

Chief Strategy Officer

Clint McCoy brings over 28 years of distinguished federal service and 18 years of specialized expertise in contracting and acquisition management to his role as Chief Strategy Officer at Richards Procurement Group LLC. Renowned for his innovative solutions to complex challenges, Mr. McCoy has a proven track record of enhancing procurement systems and driving efficiency in high-stakes government programs.
Mr. McCoy’s federal career culminated at the General Services Administration (GSA), where he played a pivotal role in developing and managing multi-billion-dollar contract vehicles. As a program manager for the $167 billion OASIS and OASIS Small Business professional services contracts, he streamlined operations and became a trusted agency and industry point of contact. Later, as a key member of GSA’s IDIQ Creation team, he contributed to designing the $500 billion ASTRO IDIQ contract vehicle for platform-related services. His expertise in IDIQ development and GSA Professional Services Schedules, combined with his Unlimited Warrant authority, established him as a leader in the field. Mr. McCoy served in various roles at GSA since 2011, including Contracting Specialist, Team Lead, and Supervisor, after beginning his civilian career at the Department of Veterans Affairs in 2008.

Before his civilian service, Mr. McCoy served as an Army Officer in the Signal Communications Branch, completing two tours in Iraq and Kuwait. As a Communications Infrastructure Program Manager, he oversaw contracts that built Iraq’s modern communications backbone, showcasing his ability to manage mission-critical projects under demanding conditions.

Residing in University Place, Washington, with his wife, Thanh, and their children, Deborah and David, Mr. McCoy cherishes family time and takes pride in watching his children grow.

Valerie Bindel

Chief Operations Officer

Valerie Bindel, the Chief Operations Officer of Richards Procurement Group, is recently retired from the Federal Government after 35 years of service, 30 of which were spent in contracting and all of her federal career was spent with GSA.
Valerie has a long history of exceptional service. Val has served GSA in the Schedules Program; Assisted Acquisition Services; the Alliant GWAC program for IT-related services; was one of the principle founders and creators of the revolutionary OASIS and OASIS SB IDIQ contract programs valued at over $167 Billion for professional services; as well as one of the principle founders and creators of the revolutionary ASTRO contract program valued at over $500 Billion for platform-related services, for which she served as Senior Contracting Officer.
Valerie has been recognized for the GSA-wide Acquisition Professional of the Year Award twice, the GSA Administrator’s Award for Excellence in Performance, as well as the Coalition for Government Procurement “Myth-Busters” award. Valerie was recently inducted into the GSA Acquisition Innovation Hall of Fame.

Todd Richards

Chief Executive Officer

Todd Richards, the founder and CEO of Richards Procurement Group, is recently retired from the Federal Government after 34 years of service, 30 of which were spent in contracting.

He began his career as an active duty Air Force officer, serving as both a Peacekeeper Nuclear Missile Launch Officer and a Contracting Officer while earning a Master’s degree in Business Administration. He then served with the US Patent and Trademark Office as a Senior Contracting Officer. Todd then spent over 22 years at GSA, where he assisted thousands of contracting officers and clients worldwide. He provided training to tens of thousands of acquisition professionals at events including GSA EXPO, the NCMA World Congress, GSA Outreach Europe, and numerous other professional conferences. Todd served GSA in Assisted Acquisition Services; the Alliant GWAC program for IT-related services; and was the principal founder and creator of the revolutionary OASIS, OASIS SB, and ASTRO contract programs valued at over $167 Billion and $500 Billion, respectively, for professional and platform-related services.

Todd has received numerous awards, including the Coalition for Government Procurement’s Lifetime Acquisition Excellence Award, the GSA-wide Acquisition Professional of the Year Award (twice), the GSA Administrator’s Award for Excellence in Performance, the SECAF Government Advocate of the Year Award, and the Coalition for Government Procurement “Myth-Busters” award. He has also been a guest speaker at the Nash and Cibinic Procurement Roundtable.

Todd is the principal creator of the Highest Technically Rated Source Selection methodology and is widely recognized as the leading expert in IDIQ contracting and one of the most innovative and creative subject matter experts in the field of acquisition. He was inducted into GSA’s Acquisition Innovation Hall of Fame as well as the Marquis Who’s Who in America. Todd has been called the "Michelangelo of Federal Procurement” by peers and industry officials for creating the most significant developments in federal contracting in the past 40 years.
