A color team review is only as good as the people doing the reading. Most are staffed by proposal writers reviewing other proposal writers. RPG’s reviews are led by the people who sat on the government’s side of the table — contracting officers, source-selection officials and program managers who ran evaluations on the largest multiple-award vehicles in government and designed the scorecards and criteria many of today’s solicitations still use.

We read your draft the way the evaluation team will: against the Section L instructions, the Section M criteria and the scorecard, with a contracting officer’s eye for compliance, responsiveness and risk. Then we tell you plainly where it will lose points and what to do about it — while there is still time to fix it.

Proposal teams deep in their own work develop blind spots: overlooked requirements, inconsistent sections, claims the evidence does not support. An outside read through the lens of a contracting officer is the fastest way to find them before the government does.

How we review

Pink team — early draft

Outline, storyboard and compliance-matrix review against Sections L and M (or the scorecard). We confirm the structure answers every requirement in the order the evaluator expects, test the win themes and flag gaps while they are still cheap to fix.

Red team — mature draft

A full evaluator-style read. We score the proposal as the government will, document strengths, weaknesses, deficiencies and risks, and return a mock evaluation notice with a prioritized fix list — ranked by how many points each item is worth.

Gold team — final

An executive read of the near-final package: consistency across volumes, technical-to-price alignment, compliance with page limits and formatting, and a last check that nothing in the submission gives an evaluator a reason to score you down.

Scorecard verification

For self-scoring IDIQs such as OASIS+, ASTRO, MAPS and MDA SHIELD task orders we audit every claimed point against its evidence, flag definitions you have stretched and identify points left on the table — the same verification the government will run.

Oral presentations and technical challenges

Mock panels staffed from the government’s side of the room. We rehearse your presenters against the questions an evaluation board actually asks and coach the answers before the real one.
