An ever-larger share of federal services spending is routed through a small set of Best-in-Class and agency IDIQ vehicles. If your company is not on the vehicle, you cannot compete for the work — and the on-ramp is often a one-time, self-scored, no-second-chances submission.

RPG’s leadership created and ran the two largest of these programs — the $167 billion OASIS and OASIS SB family and the $500 billion ASTRO program — and authored the scorecard and Highest Technically Rated Offer (HTRO) Evaluation Methodology that most of today’s vehicles now copy. We know how the qualification rules were written, why they were written that way, and how evaluators read what you submit. We help you qualify, score, submit, and then actually win work once you are on.

Our team created the OASIS, OASIS SB and ASTRO programs, served as their Senior Contracting Officer and Program Manager, and holds four GSA-wide Acquisition Professional of the Year awards between them.

Where we focus

OASIS+ qualification and onboarding

OASIS+ is GSA’s successor to OASIS, with domain-based scope, six socioeconomic pools and continuous open-season submissions. We help you pick the right domains and pool, select and document the qualifying projects that score highest, validate every point before you claim it, and clear the responsibility and systems requirements. After award we handle onboarding: contract reporting, mandatory training, positioning with ordering contracting officers, and building a task-order pipeline so the contract produces revenue instead of a plaque.

Agency-specific IDIQs — MDA SHIELD, RS3 and the next generation

Every major agency now runs its own multiple-award vehicle, and the biggest of them copy the scorecard model our team invented. The Missile Defense Agency’s $151 billion SHIELD contract put more than 2,100 companies on a single enterprise vehicle; the money now moves through task orders competed among those awardees, for MDA and for other Defense components ordering through it. The Army’s RS3 continues to issue task orders while its successor — the $50 billion MAPS marketplace that merges RS3 and ITES-3S — is awarded on a scorecard with price as an evaluated factor. We assess whether a vehicle is worth pursuing, map your past performance to its scoring rules, manage the submission, and help you win the task orders once you are on — SHIELD and MDA fair-opportunity competitions, RS3 orders, MAPS and its successors, and vehicles such as SeaPort-NxG, PACTS III and T4NG.

Assisted Acquisition Services recompetes

GSA’s assisted acquisition organizations award some of the largest task orders in government on behalf of DoD and civilian agencies — and they recompete them on a schedule. Whether you are the incumbent protecting the work or the challenger trying to unseat one, we help you read the acquisition strategy, anticipate the evaluation approach, prepare for oral presentations and technical challenges, and price to the government’s realism expectations. Our team spent decades inside GSA; we know how these acquisitions are structured, evaluated and awarded.

SBIR/STTR Phase III placement

Phase III is the most under-used contracting authority available to small businesses: it allows agencies to award follow-on work without further competition when the work derives from SBIR/STTR-funded effort. The barrier is usually a contracting officer who has never issued one. We build the derivation case, draft the justification the way a contracting officer needs to read it, identify the agencies and vehicles where the award can be placed, and support the customer through the approval chain.

ASTRO task orders

ASTRO is the $500 billion vehicle for manned, unmanned and optionally manned platforms and related services. Our leadership founded it, served as its Senior Contracting Officer and designed its pools. We help ASTRO holders select the right pool for each requirement, shape order-level proposals against the evaluation criteria, assemble compliant teams and subcontractors, and pursue orders issued by GSA’s assisted acquisition offices for DoD customers.
