Proposal development and independent review for self-scored, qualification-based and HTRO-evaluated IDIQ solicitations.

The RPG staff invented the IDIQ scorecard and the Highest Technically Rated Offer (HTRO) Evaluation Methodology on OASIS, and those models now govern OASIS+, ASTRO and most large agency vehicles. On these solicitations there is no narrative to charm an evaluator: you claim points, you prove them with documentation, and a verification team either accepts or strikes each claim. One unsupported project or one mis-read definition can cost a pool.

We help you build the submission from the scoring rules outward — and we review submissions other people built before they go out the door.

 

Our principals designed the qualification criteria, scorecards and verification process for the $167 billion OASIS family and the $500 billion ASTRO program, and served as the Senior Contracting Officer and Program Manager who ran those evaluations.

Full proposal development

Domain, pool and scope strategy; selection of the qualifying projects that score highest; assembling relevance and past-performance proof (contract documents, CPARS, modifications, customer verification); systems, certifications and responsibility documentation; volume assembly and submission through the agency’s portal. Built for OASIS+, ASTRO, Alliant-style and agency scorecard solicitations.

Pre-submission review

An independent, line-by-line audit of a draft you have already prepared, scored the way the government will score it. We check every claimed point against its evidence, flag definitions you have stretched, identify points you have left on the table, and test the compliance and responsiveness of the package as a whole. You receive a mark-up, a projected score and a prioritized fix list.

Task-order proposals

Once you are on the vehicle the work is won order by order. We support order-level technical, management and price volumes, oral presentations and technical challenges, particularly for orders issued through GSA’s assisted acquisition offices.
